Yes, that is possible. In order to configure the Promo popup follow the instructions in #321372 you need to remove the second HTML block from the Promo popup and add it separately following instruction #321419

1. Take the second HTML block that you want to show separately in the Header, insert the Popup element and add the content into this popup.
