The thing is that in the settings of the Elementor you don’t have the “HTML Block” enabled (check the below screenshot) so you should enable it and check the issue again.

You need to change the location of the translated files via Loco Translate -> Themes/Plugins -> in the “Relocate” tab set the location that is through the loco subfolder.
