is it possible to make categories menu like screenshot , place level one cat in vertical , then sub categories horizontally

Under the WoodMart Theme, you can create a Mega Menu using HTML Blocks, in that you might achieve what you want.
The HTML Blocks can be made under the Dashboard > HTML Blocks.
To use that under the Menu, you can go to Dashboard > Appearance > Menus > there edit the Menu Item > select the Design > and then below that select the HTML Block created > like it is defined here in the Documentation: https://xtemos.com/docs-topic/html-blocks-usage/#mega-menu
