You need to add a section and divide into the columns trying to reproduce the same grid, then insert the Promo banners and insert the product categories URLs manually.
Alternatively, you can use the Product Grid widget in the Elementor, and select Masonry Grid: https://xtemos.com/docs-topic/elements-and-widgets/
You need to upload the image 2 times bigger than the first category.
