Make sure maintenance mode is disabled from the theme settings. If you are using any maintenance plugin try to deactivate and check the issue.

If you want to remove it . Try to add following custom css in Theme Settings > Custom CSS > Global Custom CSS:

.woocommerce-ordering select {
display: none;
}
