Sorry to say that but it is not possible to directly change the positions of the add to cart button on a pre built single product page.
Try to use the Theme’s Layout Builder you can create Custom Layouts for WooCommerce pages like Shop, Category, Single Product page, Cart, and Checkouts. You can use that to create your own custom layouts for these pages and rearrange the elements in the page builder
