Maybe you mean pre-footer area? As you see pre-footer area is configured in the Theme Settings > Footer You will see the HTML block shortcode ID, navigate to HTML blocks and edit https://xtemos.com/docs/woodmart/html-blocks-2/

Please provide your site admin access and describe the problem in more details. If you want to insert the footer template – Footer Retail, you would better go to Appearance > Widgets > Footer Column and add your HTML block via HTML widget http://prntscr.com/lz4qao
In this case, set one column in the Theme Settings > Footer http://prntscr.com/lz4ugt

As I told you. I did excatly that. I did that on Basel many times, but on Woodmart it there was no HTML output on the frontend. Now it works partially.
Looks like you reimported the HTML block, but now the 5 column row (Free Shipping, 24/ support) is now missing.
don’t worry, I added the missing row manually..
