Do you mean Product Grid element or shop page?

Navigate to Appearance > Customize > Woocommerce > Product catalog > Default sorting to find the options provided by Woocommerce.

Product Grid suggests “Order by the option” – ordering products by Date, Post ID, Author, Title, Last modified date, Number of comments, Menu Order/Page order, Meta value, Meta value number, Matches same order you passed via the included parameter, Random order, Price;

Perhaps you can change the publishing date of the products from a certain category to make them recently added and they will go fist both in shop page and in the product grid.
