Yes, you can the only condition the Popup element in WoodMart has the ID field, it should be filled out with unique ID: https://xtemos.com/docs/woodmart/shortcodes-2/

You need to create an HTML block with Popu element and a contact form inside: https://xtemos.com/docs/woodmart/html-blocks-2/

Then add this HTML block to the Header builder: https://xtemos.com/docs/woodmart/html-blocks-2/#header_builder and https://xtemos.com/docs/woodmart/header-builder/add-edit-builder-elements/

You can insert the Popup directly into the content.
