1. In order to adjust the “Browse Categories” to be always opened, navigate to the settings of the page and enable the “Open categories menu” option.

2. The second thing is that if you want the pixel perfect, you should disable the “Full width header” via WoodMart -> Header builder (https://prnt.sc/5j2QytaneTWZ) and set the indent for the column equal to the width of your “Browse categories” menu (more detail on the below video).
