You need to replace the text block with shortcode for Product Categories element: http://prntscr.com/jpw3t0 then you can edit.

I have tested adding/editing categories with the element, everything works properly. Seems some of your plugins caused the error. You can activate them one by one and check. You will understand which one conflicts.
