Add HTML Block to "empty cart" page?

Hello I have created an HTML block. I would like to add it to my “empty cart” page to show a product carosel.

However, when I add the html block code ([html_block id="11025"]) it only shows as text. Please check link below with empty cart.

Sorry but the HTML Blocks and HTML Tags doesn’t work in the Empty cart text field.

It only takes some text as input.
