I have uploaded the image size you suggested. even then I uploaded 2 or 3 layers, it still reduces the image to 150×150.
I turned off cropping images in settings.

Please pay attention to this recommendation:

Recommended size: 1200×900 (px). Theme preview image that will be displayed in Dashboard -> Appearance -> Themes.

I say I fit the recommended size. I even tried the 2x version of the recommended size. It adds the image I uploaded by cropping 150×150.
