Banner slide up from footer

Hello,

Is it possible with the use of vc elements etc. to create a footer banner or a centered button at the bottom of any site, then when user click on the banner / button it opens a dropdown area that opens upwards (opposite of the dropdown menus) ?

I have seen several sites having this option and when users click the banner / button it opens a 300-400px high area with some special offers.

You can use this element in any place of the page.
