How to make this logos for default options. its mean logos should be colors. not in opacity mode. where is options available for change this ?

This block is made by a Brand element in the HTML block added to the pre-footer. You need to change the hover effect to “Default” https://prnt.sc/123tlqo

Check which HTML block is used by the shortcode in pre-footer in the Theme Settings > Footer.

Then find this HTML block in the Dashboard > HTML blocks and edit the Brand element.
