categories not showing in appearance > menu if count is zero

In WP Dashboard > WooCommerce > Products > Categories – From here I can see and search for all products even those that have a count of zero

In WP Dashboard > Appearance > Menu > Product Categories – When i search for a category or sub category that has a count of zero, it does not show. Is this the correct behaviour for the search function here
