Yes, it works. Why I have to activate one more payment method except Cash On Delivery.
Anyway, thanks for your help.

Hello,

Just go to WooCommerce > Settings > Payments, keep Cash on Delivery enabled and deactivate all other payment methods. That way, only Cash on Delivery will be available at checkout.
