Checkout doesnt show multiple shipping zone options

I have multiple freight shipping rates which works depending on the weight of the item but the local pickup shipping option will never show. The local pickup will show if I use at as the 1st shipping zone to override the rest but I want both freight shipping rates and the local pickup option.

Could you please check how it works with some default WordPress themes like TwentyTwenty or WooCommerce Storefront to understand is it our theme issue or not?
