Yep, you can remove that element from the Header builder and the left sticky menu will work because it is configured in Theme Settings -> General -> Sticky navigation.

The “hardware-components” is a Layout, therefore, it is editable via Dashboard -> Layouts -> product archive layout Hardware & Components: https://take.ms/U8w0s
As for the button link, if it is a slider, you need to go to Dashboard -> Slides -> Sliders and edit an appropriate slider: https://take.ms/S34A5
