Could you please check this issue with the default WordPress theme (e.g Storefront)? Just to check whether the issue is with our theme or not because the “Coupon” functionality comes from WooCommerce.

Such layout as you have for the checkout is built in the wrong way, if you want to use the “Coupon form”, change the type of the Checkout page to the “Checkout top content”.
