Cross-sale not showing up

I want to display the cross-sale products on the single product page. My goal is to allow customer to buy two X product and get a Y product free. The way I think I can achieve this is by setting up promotion rule to make the Y product free at check out. However, I wish customer can easily add a Y product (two variances and I wish customer can choose which one to get) at the X product to the cart. So I added Y product to X product’s cross-sale selection. However, nothing showed up on the product page. Can you help me with this?
