Customize category layout

Hi,
i want to customize my post category design
i.e -change banner image, change header template, change sidebar position, change main content width.
from what i see in category editing, it has very limited options. is there a category template file i can customize. other suggestions ?

Sorry but there is no such option available for that. It will require core file customizations and this is beyond our limitations and support policy.

this doesnt make any sense. how can you not allow for a customization of a category.php in the child theme ?
can you direct me to a way to do this as a developer ?
