Such usually happens with the variable product, when you are trying to select an option in the sticky Add to cart block.
The variable product does not have variations in the sticky block and at the same time, it cannot be added to cart without selecting the attributes. That is why the page goes to the top and it cannot be changed. You will have to deactivate sticky Add to cart.

If you mean something different, please provide product page with the problem.
