Error when localizing the theme

Hello,
I ran into a problem when localizing a theme using the Loco Translate plugin. The bottom line is that the translated phrases are not displayed. At the same time, some phrases like “Theme Settings” are correctly translated and displayed. Others are not translatable at all, for example, “Settings presets”, “Layout”, “General”, etc.

I need your help, because some members of my team do not know English.
