1. Create your menu in Appearance > Menu

2. Create an HTML block, add Mega menu block and chose your menu https://xtemos.com/docs/woodmart/html-blocks-2/

3. Add the widget to the Footer column http://prntscr.com/n3grae

If you want a different menu on different devices, create two or more rows with a different menu and hide/show columns on different devices accordingly https://wpbakery.com/video-academy/control-elements-different-devices-responsive-column-controls/
