There is a bug in the Elementor plugin and you can read a similar issue on their Github https://github.com/elementor/elementor/issues/16467
As a workaround, you need to click on the “Preview” button while editing your footer HTML block. And always keep the preview window opened whiled customizing and saving your HTML blocks with Elementor.

You can hide any element on the desktop via the settings of the element/column -> Advanced -> Responsive (more detail in the below video).

As I mentioned above, the “Collapse widgets on mobile” option works only with the footer that was built through the widgets (https://prnt.sc/-icT4fak20We), in your case you built it with the help of the HTML Block.

So you need to make the footer through the widgets and after that, the above option will work.

First of all, in Theme Settings -> Footer -> set the footer as widgets. Then navigate to Appearance -> Widgets and make changes for the Footer Column 1-5.

In general, I suggest you clone the current website and test it there, also you can import the main demo and check how it works there.
