Frequently Bought Together feature does not work

I have tried to set up frequently bought together feature. but does not work.
clicked on Products > then clicked Frequently Bought Together, but in the select drop down menu, nothing is showing.
And how do i actually create a bundle ?
something is missing here.

Please navigate to Products -> Frequently Bought Together and create a new “Frequently bought” bundle with the bundle products you need.

So after that, this created bundle will be available from product data settings.
