Header Builder Issue (Changes made to the header are not appear)

I am running the website on localhost.
I am creating a new header with the Header builder, but neither the new header nor any changes I have made to the existing header appear in the header. What is the cause of this problem?
PS: I just disabled the slider revolution plugin in the demo theme but I don’t think it’s related to that.

Try to disable mod_security on your server. It seems to block Header Builder’s “save” requests. Contact your hosting provider for help.

I disabled all 3rd party plugins, restarted the server, cleared the cache but the result did not change.
I transferred the site from localhost to the live server and the problem was solved, but the header on the home page did not change.
How can I change the header on the homepage?

It seems like you have assigned a Custom header for the homepage.
Please edit the homepage and try editing the header that is assigned to the homepage.
