First of all, you need to set the columns in your top row https://xtemos.com/docs/woodmart/header-builder/header-rows-columns-configuration/ and https://xtemos.com/docs/woodmart/header-builder/header-rows-flex-layouts/

Then add secondary menu element and chose the menu which you create in Appearance > Menu
