Help changing cart price and coupon code

Hi, I need help changing the amount of the cart, I can’t find it, I want to change the amount to 250 ILS to get free shipping.
Also want to create a 15% discount coupon code for an initial purchase

Hi, I changed the cart and it works for me, there is only this PROGRESS BAR that is through your template and it is aimed at an amount of 3500 NIS, when I am in a shopping cart and pass 250 NIS I have free shipping, only this PROGRESS BAR does not change
