This is called Sticky Navigation with the mega menu added. You can navigate to Theme Settings > General > Sticky Navigation > check the menu. You can read more about it here: https://xtemos.com/docs-topic/sticky-navigation/

Sorry for the inconvenience

Unfortunately, there is no option in Theme Settings to hide to completely and open it by clicking on the All categories itself. By default, WoodMart doesn’t include this type of conditional sticky navigation behavior. It requires customization and beyond our support policy.

Alternatively, you can use the categories element in the header builder:

It will display like this: https://postimg.cc/B8XqG0sW, and it will open by default or hover.
