How to Add and Reorder Custom Product Tabs

Hello, when I add attributes to products, an additional description tab is added, which is great. I would like to ask how I can add another tab next to it using your functionality, where I can include additional rows of information — for example, a tab titled “Technical Documentation” containing sub-rows such as “User Manual” (where this could be a hyperlink to a file I have in the database), so that the user can open the document. I am attaching an image for reference to show exactly where this needs to be added.
Secondly, how can the positions of these tabs be rearranged?

Navigate to Theme Settings > Single Product > Tabs and change the default tabs priority.
