Please check the shop page settings at the bottom. You will see the sidebar settings, make sure the Shop page widget area is set.

The widgets should be added to the Appearance> Widgets > Shop page widget area.

If the problem remains, insert the site admin access into the Private content below the message area. We will take a closer look at the case.
