HTML-blocks not available and Slider Revoltion too

Good afternoon. The header-builder did not work. Disabled all plugins. I turned it on again – but there is no HTML-Blokks, in the settings of the builder there is no cms_block and the Slider Revolution also disappeared, how to return everything ?? Help….
