You can find this widget in Appearance > Widgets. The shop page widget area is the sidebar for the shop page.

This widget can be added only in the sidebar.

If you want to show somewhere on the page:

1. Create a custom sidebar in Dashboard > Sidebar

2. Add the Recently viewed products in the Sidebar

3. Add the Widgetized element in any place of your page and select this sidebar.
