Isn’t the new “Plugins” section a duplicate of the “Install Plugins” ?

We have the new “Plugins” section since the last major release, that seems to be a duplicate of the old “Install Plugins”

What is the interest of duplicating those screens? It’s not necessary to keep the “Install Plugins” then?
