.js and .css – Which should be where? footer and header!

Our theme’s CSS files should be located in the header. The same for JS files except for our functions.js and libraries.js. They should be located in the footer. Or it will be theme.min.js if you use “Combine JS” function. Other files from the list are not related to our theme.

All other items are related to CSS files from installed plugins. And there are no references to JS files.
