You can try using the Theme’s Layout Builder to achieve this.
It allows you to create custom layouts for WooCommerce pages like the Shop, Category, Single Product, Cart, and Checkout pages. To highlight specific products at the top:
1. Create a custom layout for the product archive page.
2. Use the Product Grid or Carousel widget in that layout.
3. Manually add the product IDs of the items you want to show at the top.
This way, you can showcase your selected products first while keeping the default product order for the rest of the shop intact.
