Where can i find this and other pages and are they editable? For instance on the my account page, the billing name and address is optional…?? I want to change to required.

Unfortunately, these are the default WooCommerce pages and cannot be edited visually. Sorry we couldn’t help you with this because It requires customization and this is beyond our limitations and support policy.
You can try any third party plugin that better meets your requirements.
