my cart is empty for guest users- the same problem for wishlist

Hi,
I have a problem with guest users on my website.
If a guest user add some items to the cart or wishlist, the mu,ber of added item increases beside the related icons on header. But, when the guest user goes to her/his cart or wishlist page, they are empty. while I have checked the related checkboxes on woocommerce settings. (i have attached the related image).
I should mention that these process is ok for logged in user and the problem is just for guests.

Could you please check how it works with some default WordPress theme like twentysixteen to understand is it our theme issue or not?
