I saw the video you attached. You are using the categories menu in the sticky header that’s why the HTML block is unable to scroll down when you scroll the website down. Please remove the categories menu from the sticky header and check back. This will fix the issue.
Because the content inside the HTML block doesn’t support the scroll feature. This is not a bug by any means. That is set to its default functionality.
