pop up window at check out

I cannot seem to find where to turn of the attached pop up window, could you advise ?

You can deactivate the Promo popup or edit it in the Theme Settings > Shop > Promo popup.

this was already done…and it doesnt work…I still see the pop, what do u suggest ?
