When you create a post you will find an option to set the format in the post-https://prnt.sc/t89t3f

This format sets just the type of the post. And there is an option to show the post on the Blog page in a certain design. You can find these options in the Theme Settings > Bog. The design you show on the screen is a Small image.

You can insert video in the content however WordPress does not support adding video instead of the featured image. You need to find a plugin.
