Question about Cookie Notification Bar

I saw that there is a little section in Woodmart named “Cookie Law Info” where admins can edit the cookie notice text and so on. The problem is that the EU law states something like this “You’ll need to show a banner at the user’s first visit, implement a cookie policy and allow the user to provide consent. Prior to consent, no cookies — except for exempt cookies — can be installed”.
Is Woodmart blocking all cookies “except for extempt cookies” when a user first visits any page and only after user clicked “Accept”, the theme installs the rest of them?

Hi,

Our theme doesn’t store any information about user in cookies. But the cookies can be stored by WordPress or additionally installed plugins and we are not able to prevent this while user doesn’t accept it. So it is just a notice that your website may use cookies for improving customers experience.

I see, so basically to be compliant with EU Cookie Law, I must install a 3rd party plugin that blocks all cookies prior to user acceptance? That means I have no more use of the theme’s cookie bar as long as there is no “real” functionality to the “Accept” button other than closing the message.. It’s a pity really. It would have been great if it was somehow included in the theme.
There are already so many plugins needed which slows the website.

Sorry, but we are not able to prevent cookie function in our theme. But we will consider adding some more functionality in the future if it will be possible.
