Hi,
Is ist possible to get the Rating Stars under the Title? like in the screenshot

Hello,

Please Go to Woocommerce >> Settings >> Products and enable the star rating.

it is enabled, but it is not shown like on the screenshot

It is not possible to add the same as the screenshot you provided.

It will be displayed under the title as in the screenshot bellow:https://gyazo.com/6fa15b3fdc747fbc107eaa0e52acd113

If you still have issues displaying it then provide the login details of the website.
