slow server time rate

after installing wp 4.9.5 my site become slow and main issue is slow server rate all settings were same nothing add as i restore previous date backup but site become slow

Our theme does not influence the WordPress speed. The main factors influencing the loading speed are:

1/ Host

2/ Big quality of plugins

3/ Images if they are not optimized.

4/ Not configured the cache.
