Sub menu

I need to know if I can create a submenu as shown in the photo. (it’s a design apart from woodmart) but I need to know if this submenu can be made like this.
And it would also require that when I scroll down the main menu is not visible and only the submenu appears.
Is this possible?

yes to create a header bottom yes yes, but I would have to leave the header bottom as a submenu when I click on a part of the menu, can I explain?
That is possible.
For example in this example, when I click on “Cases” the submenu is displayed as bottom.
I don’t know if it’s possible..
