When I visited the product category page to check the description, I found it wasn’t taking effect.

You are using Custom WooCommerce Builder layouts, which are part of WooCommerce Builder from WoodMart.
Navigate to Layouts > Edit Product Archive Layout and add an extra description widget to the layout to show it.
