Tooltip of variation swatches is not display on hover

The Tooltip of variation swatches (when I hover) is only shown on the individual product page and is not shown in the store product archive as well as the home page.

You can enable the tooltip for variation swatches from Theme Settings > Performance > JS > Advanced scripts Control> set the Tooltips library Always Load.

But right now this option (https://prnt.sc/slz3Zagr4ZoO) is disabled and tooltip of variation swatches display on related product section!

Your issue has been resolved. I have selected Tooltips under Theme Settings > Performance > JS > Scripts always load. Please check your site and confirm if everything is working as expected.
