Top bar created with html block : the text is not aligned

Hi,
I’ve created the pink top bar with a html block but the text is not “in the middle” of the line, it’s too up, how can I fix this ? Also, my header banner is sometimes disappearing, why ?

The top row is divided into two columns, so it is not possible to align the text.

Okay , I understand.
What about the header banner that is not always appearing on my site ? Sometimes I can see it and sometimes no.
